Twardy said Mueller's report gives Congress a "road map " to potentially initiate impeachment proceedings against Trump for high crimes and misdemeanors, which he said is a different standard than for bringing criminal charges. He also emphasized that Mueller referred 14 criminal cases to prosecutors, only two of which are public. "What else is out there? " Twardy said. "There are a lot of people that won't be sleeping well tonight. "
