Joseph Fagan was extensively quoted in the article, "DOE change to gas import/export requirements 'makes perfect sense,' attorney says," in SNL. Joseph explains that the U.S. Department of Energy's (DOE) new procedure to require foreign companies to have a U.S. agent to import or export natural gas allows the DOE to maintain better contact and keep closer tabs on import and export companies.
